Taylor appointed to Joint Administrative Rules Review Committee

Taylor appointed to Joint Administrative Rules Review Committee
Rep. David Taylor, R-Moxee, was appointed today to the Joint Administrative Rules Review Committee. The committee is tasked with selectively reviewing proposed and existing agency rules to determine whether they conform to the intent of the statute they purport to implement.
Taylor, who serves as the ranking Republican on the House Local Government Committee and as the assistant ranking Republican on the House Government Operations and Elections Committee, said his appointment was a result of his penchant for digging into the finer details of legislative proposals and for his desire for more government accountability and oversight.
“Let’s be honest, is there a small-business owner, rancher, farmer, builder or land owner in our region that hasn’t, at one time or another, felt like the government was playing by a different set of rules?” asked Taylor. “One of the main reasons I ran for the Legislature in the first place was because of my experiences in dealing with state agencies that often times didn’t communicate with each other or didn’t fully understand the impact their rules were having on the common citizen. There’s nothing more frustrating to the average Joe out there than to have to face off against a huge bureaucracy that consistently takes a legislative directive and runs rampant with it.”
The Joint Administrative Rules Review Committee has the authority to determine whether or not a state agency rule complies with legislative intent. If a state agency fails to amend or withdraw a rule found to be noncompliant, the committee can take action itself by suspending the rule. The governor then has 30 days to either approve or disapprove of the rule suspension.
